Shawnee Plaza Shopping Center in Shawnee, Kansas was a nearly vacant, blighted strip center suffering from a bad economy and lack of access to the center. Although fronting Shawnee Mission Parkway access had been achieved from Midland Drive, a frontage road parallel to Shawnee Mission Parkway. The developer proposed to parcel together the existing center and capture undevelopable property in right of way between Shawnee Mission Parkway and Midland Drive by relocation the existing Midland Drive as well as property that had been used for Sanitary sewer, water line and power easements. The recovered property was used to create 3 outlets for restaurants and a specialty grocer. A new signalized intersection at Shawnee Mission Parkway and Noland Road, near the center of the site was developed to provide appropriate access to make the retail space and pad sites viable.
In order to relocate Midland Drive and create adequate depth for the outlots, CFS engineers worked closely with the developer and city staff to design and implement a new compact, urban minimum right of way section of only 40 feet in width. City staff now intends on using this section as a prototype for future redevelopment projects in Shawnee.
