The project was master-planned into 4 Units with a total land area of 126 acres. The project was partially funded with tax increment financing and a transportation development district. Project included Right of Way acquisition from MoDOT and access management. Unit 1 - Unit 1 included 367,000 sf of retail buildings, a new intersection and signal at M-150 and Martin City Drive, new intersection and signal at Kenneth Road and 136th Street, construction of 136th Street from Kenneth Road to M-150, construction of Madison Avenue, sewer extension, water line extension, regional detention basin within the existing creek, a Super Target store, Bank of America, Pets Mart, National Tire and Battery, Wendy’s, Mattress Firm, Sheplers, Jiffy Lube, Payless Shoes, and strip retail. Unit 2 - Unit 2 included retail buildings, improvements to 135th Street/Martin City Drive, construction of Washington Avenue, sewer extension, water line extension, regional detention basin within the existing creek, Lucas Liquor, Firestone, Gordmans, Michaels, and strip retail. Unit 3 - Unit 3 included the Rob Sight Auto Plaza consisting of the Lincoln Mercury/Ford Dealership, Collision Center, used car dealership, Mazda dealership, and two pad sites. Project included new signalized intersection at 138th Terrace and M-150 Highway, extension of Washington Avenue to Wyandotte Street, sewer extension, water line extension, and regional detention basin. Unit 4 - Unit 4 included extension of Madison Avenue to Wyandotte Road, Extension of the culvert under M-150 Highway, sewer extension, water line extension, and construction of the Mercedes dealership. Water main improvements were also completed by CFS for each of the 4 units. CFS worked with the City of Kansas City on approximately 9,600 linear feet of 12” water main improvements. CFS was responsible for planning, utility coordination, MoDOT coordination, storm drainage design, roadway design, street light design, signal design, site plans, grading, erosion control, landscape architecture, bidding services, construction administration services, surveying, platting, and geotechnical.
